WASHINGTON (AP) ? Violent storms swept across the eastern U.S., killing at least nine people and knocking out power to millions of people on a day that temperatures across the region are expected to reach triple-digits.
The Mid-Atlantic region had already been experiencing 100-degree temperatures before Friday evening's violent storms. More than 3 million are without power ? and without air conditioning ? as crews work to clear downed tree limbs and restore electricity.
The storms were blamed for the deaths of six people in Virginia; two in New Jersey; and another in Maryland. In suburban Washington, residents were told to call non-emergency phone numbers or go to fire and police stations if they needed help because even 911 emergency call centers were without electricity.
Power outages were reported from Indiana to New Jersey, with the bulk of the service interruptions concentrated in the Mid-Atlantic region. Earlier Friday, the nation's capital reached 104 degrees ? topping a record of 101 set in 1934.
On Saturday, temperatures were expected to reach 100 degrees again ? and another round of storms also was possible. The National Weather Service warned the heat index could reach 110 degrees.
The heat left people such as the elderly vulnerable. In Charleston, W.Va., firefighters helped several residents of an apartment building, some using wheelchairs or walkers, move to a shelter. Fire Capt. Chris Campbell said the evacuation was voluntary and was the only one since the storm hit. But he expected more.
In addition to the heat, officials say cell phone coverage is spotty. Many residents were asked to conserve water because sewage stations had been without power for a time. And authorities cautioned people to drive carefully because tree limbs littered roads and hundreds of traffic signals were out.
No power also meant no way to charge cellphones and laptops, and no Internet access in many areas.
Matthew Pelow, 39, was supervising a 10-man crew spreading 275-degree asphalt in Washington. They kept bottles of water on hand and were working quickly to finish before the heat got any worse. They also arrived in the cooler early morning hours.
"We got here just as quick as we could," Pelow said.
Kim Molisee, meanwhile, sat frustrated in her car outside the normally bustling but now darkened All-Star Express convenience store in Reedsville, W.Va., just down the road from her home. Officials said about 500,000 people were without power in that state.
"I'm almost out of gas, and I can't run around too much trying to find a store that's open where I can get gas and ice," she said.
Molisee and her 13- and 15-year-old sons were at the Walmart in Kingwood when the storm hit and the power failed.
"Me and the boys made a run for it to the car," she said. They made it home safely and suffered no serious damage, "but even after the storm, you could hear the trees falling."
Molisee will be able to cook on her gas-powered stove and even shower because she has a gas water heater. But staying cool is another matter.
"I think I'm gonna get my boys and go to the river," she said.
More than 20 elderly residents at an apartment home in Indianapolis were displaced when the facility lost power due to a downed tree. Most were bused to a Red Cross facility to spend the night, and others who depend on oxygen assistance were given other accommodations, the fire department said.
Those who could afford it flocked to hotels to escape their hot, powerless homes. Others planned to spend the day at places like shopping malls in an effort to stay cool.
Jose Amaya, 41, of Germantown, Md., was also without power on Saturday. He said his wife and two daughters planned to the mall to stay cool and he joked that the outage was going to cost him because they would be shopping. His wife, who works for a hotel chain, also planned to get the family a room to stay.
Robert Clements, 28, said he showered by flashlight on Friday night after power went out at his home in Fairfax, Va. The apartment complex where he lives told his fianc? that power wouldn't be back on for at least two days, and she booked a hotel on Saturday.
Clements' fiance, 27-year-old Ann Marie Tropiano, said she tried to go to the pool, but it was closed because there was no electricity so the pumps weren't working. She figured the electricity would eventually come back on, but she awoke to find her thermostat reading 81 degrees and slowly climbing. Closing the blinds and curtains didn't help.
"It feels like an oven," she said. "It is hot."

With only 6 months to go before the 2012 presidential election, candidates, organizations and investors hoping to capture the publics attention are buying up political-flavored domain names while established media companies are enjoying increased advertising revenue to their political websites. The upcoming sale of Ballot.com is catching a lot of attention due to these and additional factors.

Most of you probably already know what a domain name is, but I don?t want to make assumptions as to what everyone knows at this point, so I?m going to assume that we will have some complete beginners here.? And that?s quite all right to be a beginner.? Everyone must start at the beginning.
I?ll share with you information about a domain name ? what it is, how to choose a domain name, and where to get one.? A domain is one of the required elements of a website.
A domain name is the address of a website ? such as yoursite.com ? it?s like a house address and represents the address of your home on the World Wide Web.? Your domain name is the way in which people can find your website.? For example, the domain of the site you are on right now is onlinesuccesspath.com.
The Internet will automatically assume it needs to add http:// in front of a domain name that you type into a browser.? So when you type in www. followed by a domain name, you may notice that your web browser displays it as http://www.yoursite.com.? You don?t have to literally type in the http://, as the browser will insert that by default.
Either way, whether you see this automatically included in your web browser or not, whatever browser you are using (such as Firefox or Internet Explorer) will assume the protocol is http:// followed by the www address you have typed in.? You simply type in www. followed by the site name you want to view.
Http stands for Hypter Text Transfer Protocol, and it is the way in which browsers and web servers exchange data, allowing you to surf the web and find what you are looking for.
Your domain represents the ?home? page of your website, but as you add new pages to your site, the URL structure will change to reflect where to find a particular page on your site within the internet.? For example, a URL could look like this:? www.yoursite.com/articles/gardening.html.
URL stands for ?Uniform Resource Locator.? In the example above, we see the home page of the website as www.yoursitename.com.??The domain is yoursitename.com.? We also see a folder called ?articles? which is being used to house articles for that site.? We see a gardening article from the ?articles? folder called gardening.html.
HTML stands for Hyper Text Markup Language.? This is simply computer code.? It?s the language used to write content on the Web.? But not to worry ? as we get into web editors, you?ll see how your editor will take care of the special coding for you.? So there won?t be a lot that you?ll have to know about this computer language when you get ready to build your website pages.
A URL consists of various sections (including the domain name) that, when combined, will point to a specific page of a website. Obviously, there will be more than just a home page with the domain name for a website ? unless one is simply using a one-page website, also referred to as a squeeze page.
A website can consist of as many pages as your hosting account will support in terms of the web space that your combined pages utilize.? In today?s times, even a small hosting package will almost always support as many pages as you need.
When choosing a domain name, you?ll also pick an extension to go with that name ? such as .com (the most popular extension).?
Here are just a few types of domain name extensions ? but keep in mind that for business purposes, you can?t go wrong with a .comextension.? The reason is that it?s the first extension that comes to mind when people type in a domain in their web browser.
.com ? Stands for ?commercial? and is the most widely used extension.? Businesses generally prefer a .com domain because it?s the most highly recognized symbol for an online presence.
.net ? Stands for ?network? and is commonly used by Internet service providers, web hosting companies, or other businesses that are involved in the infrastructure of the Internet.? Some businesses may choose this extension for intranet websites.
.org ? Stands for ?organization? and is primary used by non-profit organizations.
.biz ? Stands for ?business? and is used for small business sites in some cases (However, the .com choice is still the preferred option for a business, regardless of the size of that business.)
.info ? Stands for ?information? and is used for credible resources on the web which provide information.
.tv ? Stands for ?television? and is used in the entertainment or media industries.
.edu ? Stands for ?education? and is limited to educational institutions such as colleges and universities or other accredited schools.
.gov ? Stands for ?government? and is limited to government agencies in the U.S.

A man was killed while working at the GE Energy plant in West Mifflin on Thursday morning.
Allegheny County 911 said emergency crews were called to the facility on Buttermilk Hollow Road at about 8:45 a.m. for a report of an injury that involved some machinery.
Spokesman Sean Gannon says the person worked for a? contractor who was doing maintenance at GE's Pittsburgh Servicing Center.
The victim has not been publicly identified yet, and GE has not said how he was killed.
"GE is aware of the situation at the Pittsburgh Service Center, and the entire GE family extends its sympathies to those impacted," the company said in a written statement. "We are working to gather all of the facts in this situation, however at this point we do know a male contractor working for GE did unfortunately pass away on-site this morning. We are working with the appropriate authorities as required to assess the situation. Our primary concern is ensuring the safety and security of our employees, as well as others on-site."

SAN FRANCISCO (CBS/AP) ? San Francisco Mayor Ed Lee said he?s considering implementation of the stop-and-frisk policy used in New York and Philadelphia to reduce crime.
In an interview with the San Francisco Chronicle editorial board on Wednesday, Lee said police officers need stop-and-frisk to get guns off the streets.

Civil rights groups have criticized stop-and-frisk as racial profiling, saying the policy disproportionately affects Hispanics and blacks. Thousands of demonstrators marched through New York?s streets in June to protest stop-and-frisk.
Lee is a former civil rights lawyer who doesn?t really want to bring stop-and-frisk to San Francisco, but he did say he would talk to New York Mayor Michael Bloomberg and others who have found those policies to be effective at curbing violent crime.
Although stop-and-frisk probably won?t happen in San Francisco, the rhetoric shows just how frustrated Lee has become with gun violence in the city.
Lee has stretched the debate with an attention-getting statement that shows he plans to get a lot tougher on crime by considering solutions that might lie outside San Francisco?s comfort zone.
Consider a recent sweep that saw 60 parolees and others on probation rounded up for various violations over the last couple of weeks, targeted enforcement that shares the same goal as stop-and-frisk.
Lee seems to be saying that jobs and summer programs aren?t enough to solve the problems of guns on the street, and is prodding San Francisco to consider unorthodox solutions.
Lee said he wants to explore the idea after discussing the policy with New York Mayor Michael Bloomberg.

At one time, you could enter a trade only by reason of an apprenticeship. If you wanted to become a farrier, you got yourself apprenticed to some famous farrier close by. The arena of farriers is divided into two warring groups, which often snarl and growl at each other. One bunch of farriers thinks that shoes should get banned, and horses should be allowed to live and function in unshod feet. If god made them that way, who are we homo sapiens to go against god?s will?
Simply because we put shoes on our feet doesn?t mean we do so with horses also. We also forget that we buckle or lace or velcro our shoes firmly onto our feet, but we use nails to shod horses. I have heard many a horse shoe adversary ask a horse shoe advocate how he, the supporter, would like it if someone nailed shoes onto his feet. And I?ve heard the pony shoe supporter retort by asking how the adversary would like to run around gravel and hard surfaces and melting asphalt with no shoes on.
My experience tells me that shoes are good for horses, but they impose on the horse owner the responsibility of taking awfully close care of his horse?s feet.

Every day the human brain is presented with tasks ranging from the trivial to the complex. How much mental effort and attention are devoted to each task is usually determined in a split second and without conscious awareness. Now a study from Massachusetts General Hospital (MGH) researchers finds that a structure deep within the brain, believed to play an important role in regulating conscious control of goal-directed behavior, helps to optimize behavioral responses by predicting how difficult upcoming tasks will be. The report is receiving advance online publication in Nature.
"The dorsal anterior cingulate cortex (dACC), which lies deep beneath the outer layer of the frontal lobes, is part of an ancient and enigmatic part of the brain," says Emad Eskandar, MD, of the MGH Department of Neurosurgery, senior author of the Nature paper. "Some have speculated that it plays a role in detecting errors or monitoring for conflicting demands, but exactly how it contributes to regulating behavioral responses is unclear, so we used a variety of scientific techniques to get a better picture of its function."
The study enrolled six participants who were scheduled to undergo cingulotomy a procedure in which a small, precisely placed lesion is created within the ACC to treat severe obsessive compulsive disorder (OCD) that has not responded to other types of treatment. A standard part of the cingulotomy procedure involves microelectrode recordings of the activity of single neurons in the area where the lesion is to be placed. To evaluate dACC function, the investigators recorded brain activity from several neurons within the structure while participants performed a behavioral task testing their reactions to visual images.
The task presented participants with a random series of images of three numerals, which could be 0, 1, 2, or 3. In each image, two of the numerals were identical. Participants responded by pressing one of three buttons, the position of which would indicate the identity of the number that was different, with the left button indicating 1, the middle 2 and the right button 3. Each image was ranked in difficulty depending on how much the position of the target numeral or the identity of the duplicate numerals might distract participants from the correct response. For example, when presented with 3-3-2, the correct response would be to press the middle button for number 2; and that image would be ranked more difficult than 3-2-3, in which both the target number and the correct button were in the same position.
Functional magnetic resonance imaging (fMRI) of four participants performing the behavioral task prior to the cingulotomy procedure revealed that the task increased metabolic activity within the dACC, a result seen in previous fMRI studies. The fMRI images also revealed that responding to more difficult images produced greater activity levels within the dACC and in other structures known to be involved in decision making. Intraoperative microelectrode recordings of all participants demonstrated that this apparent increase in metabolic activity corresponded with an increase in neuronal activity, linking for the first time the increased activation revealed by fMRI with increased neuronal firing.
Analysis of individual neuron activity indicated that dACC neuronal activity remained elevated immediately after difficult trials. Moreover, participant reaction time revealed that the difficulty of the prior trial had an impact on the next trial: if the preceding trial was of the same level of difficulty, reaction time was shorter; if the two tests were of different difficulty levels even if the second test was easier reaction time was longer. By anticipating the difficulty of upcoming tasks, the authors note, it appears that the dACC speeds up responses when difficulty levels are constant but slows response time down when faced with changing demands in order to promote accuracy.
While behavioral tests conducted after the cingulotomy procedure which destroys tissue within the dACC did not indicate a change in participants' ability to perform the test accurately, the impact of preceding trials on reaction time appeared to vanish. "Participants could still perform the task, but the dACC's role of priming the system based on immediate prior experience was gone," Eskandar explains. "We believe this result indicates an important role for the dACC in rapidly adjusting to different cognitive demands, possibly by recruiting other areas of the brain to solve particular problems."
An associate professor of Surgery at Harvard Medical School, Eskandar adds that, while significant cognitive changes have not been reported in patients undergoing cingulotomy, the apparent role of the dACC in adapting to changing situations implies a possible role for the structure in several psychiataric disorders. "A lack of behavior flexibility and adjustment is characteristic of OCD, for example. Whether or not our findings directly relate to these disorders remains to be determined, but we hope that continued study using complex tasks, such as the behavioral test used here, will be helpful in diagnosing or monitoring psychiatric disorders."

Swedish retailer IKEA, the world's largest furniture maker, is opening up in India, marking a crucial step for the Indian government whose policy flip flops related to foreign investment have damaged market confidence.
The company, known for huge stores selling flatpack furniture and accessories, said it would invest 1.5 billion euros ($1.9 billion) to open 25 stores in Asia's third-largest economy after initially balking at India's sourcing requirements.
IKEA's plans, announced by the Indian government after a meeting between the company's CEO and India's trade minister in Russia, could give a boost to the embattled government of Prime Minister Manmohan Singh, which was forced in December to backtrack on plans to allow in foreign supermarket operators.
While the government removed foreign investment caps in single-brand retail in January, it imposed a condition that foreign retailers source 30 percent from local small and mid-sized enterprises, dampening the enthusiasm of retailers for the plan.
"It's a baby step but it has definitely sent the right signal out ... The government is trying to convince international investors, India is still open for business," said Devangshu Dutta, consultant with Third Eyesight, a retail consultancy said.
The Indian economy which grew at its slowest pace in nine years has been badly hit by political roadblocks to economic policymaking battering corporate investor sentiment.

WASHINGTON (AP) ? Courting Hispanic voters, Mitt Romney is promising to ease the path to a green card, fix a complicated and cumbersome system to let farm workers into the United States and finish a high-tech fence along the Mexican border.
What Romney glossed over Thursday before the National Association of Latino Elected and Appointed Officials was how difficult some of those changes could be. Some already have been tried, with little or no success. Here's a closer look at his immigration assertions and how they match up with the facts:
ROMNEY: "As president, I'd reallocate green cards to those seeking to keep their families under one roof. And we will exempt from caps the spouses and minor children of legal permanent residents. And we will eliminate other forms of bureaucratic red tape that keep families from being together." He added: "And if you get an advanced degree here, we want you to stay here. So I'd staple a green card to the diploma of someone who gets an advanced degree in America."
THE FACTS: It's unclear whether Romney would have the authority if elected president to change the way green cards are issued, or whether he would need help from Congress. It is Congress that sets the annual limits for visas for foreigners who have advanced degrees in certain fields of science, math and other professions. Lately, Republicans and groups representing U.S. workers have blocked legislative attempts to increase those limits.
Advocates for immigration reform have long argued that the president can use executive powers to relax or change various immigration regulations. President Barack Obama has done that twice in the last year. First, he allowed prosecutors discretion to focus deportation of illegal immigrants on those with a criminal record or who otherwise pose a threat. Last week, he announced plans to stop deporting many young illegal immigrants brought to the United States as children who have not committed a crime in the U.S. and to grant them work permits.
Republicans have argued that Obama stretched his authority, but Romney seems to be suggesting he, too, could act alone to make broad changes.
And Romney's proposal for keeping educated foreigners in the U.S. isn't original. Obama, in a May 2011 immigration proposal, called for "encouraging foreign students to stay in the U.S. and contribute to our economy by stapling a green card to the diplomas" of those with advanced science, technology, engineering and math degrees.
ROMNEY: "I will work with states and employers to update our temporary worker visa program so that it meets our economic needs."
THE FACTS: Temporary and seasonal workers are considered a necessity for the U.S. agriculture industry, but importing legal workers has proved difficult. The Labor Department's visa program for temporary seasonal workers has long been viewed as costly, cumbersome and inefficient.
Several attempts to overhaul it that included a path to legalization for the workers have been blocked in Congress. Republicans have repeatedly said that any immigration bill offering a path to legalization would not win their support.
ROMNEY: "We should field enough Border Patrol agents, complete a high-tech fence and implement an improved exit verification system."
THE FACTS: Romney's plans don't take notice of what's already been done, including record-high staffing levels along the border and the failure of a Bush-era virtual fence plan.
The Border Patrol has more than 18,500 agents working on the southern border. In the year budget ending last September, agents apprehended about 340,000 illegal immigrants, the fewest in nearly 40 years ? an average of 18 apprehensions per agent. The decrease in apprehensions has been linked to a weak economy producing fewer jobs in the U.S. and to more law enforcement agents and technology being deployed along the border.
Under the Bush administration, the government built hundreds of miles of fencing along the Mexican border. A planned virtual fence was also started, but then scrapped by the Obama administration in 2010 after the project was deemed a failure. About 53 miles of virtual fencing is in place, at a cost of about $1 billion.
An exit verification system has been sought since after the Sept. 11, 2001, terrorist attacks, but efforts to build one have been repeatedly stymied, most often because of the projected costs. Earlier this year, John Cohen, deputy counterterrorism coordinator for the Homeland Security Department, told a congressional panel that the agency was finalizing plans for a biometric data system to track who leaves the country and when. He didn't give details.
